    Sharing the experience by organizing cross-country visit to find out how other affected countries have solved the nitrofuran problems

     
     
     
     


    Experience Sharing Country: Thailand (Thai Department of Fisheries)

    Experience sharing on taking practical measures against contamination from the other Shrimp Industries was one of the priority works of NAP. In this regard DoF, Bangladesh contacted Thai Department of Fisheries in arranging a study tour on Experience sharing about tackling contamination and buyers’ compliance in the Thai Shrimp Industry. So based on the mutual agreement a study tour combining the Government of Bangladesh (GoB) delegation including MoFL and DoF members, development partners & Bangladesh Frozen Food Exporters Association (BFFEA) members will be carried out from 9th to 13th of November, 2009.

    Objective of the tour: The objective of this study tour is to understand the experience of Thai frozen food industry in tackling contamination and other compliance issues through different remedial and preventive measures taken by the frozen food industry and the government.     SEMINAR ON 'Shrimp Export from Bangladesh: Prospects and Challenges ' (September 30 – October 01, 2009)

     
     
     
     


    The Seminar on “Shrimp Export from Bangladesh: Prospects and Challenges” was jointly organized by Fishery Product Business Promotion Council (FPBPC), Bangladesh Shrimp and Fish Foundation (BSFF), Bangladesh Frozen Food Exporters Association (BFFEA) and Market Development Forum (MDF) in collaboration with Ministry of Commerce and Ministry of Fisheries and Livestock. The seminar programme and its activities provided valuable insights on the present scenario of shrimp export from Bangladesh and organized presentation from various national and international expert and practitioners from the inputs, marketing and compliance sectors. The government, private and the development sectors representatives addressed various potentials and challenges that the shrimp sector is currently facing.

    The two seminars contained four sessions included the matters of Export Potentials in technical session - 1, Inputs in technical session - 2, Issues of Compliance in technical session - 3 and Sector Development Experiences in technical session – 4. The chief guest of inaugural ceremony of the seminar at day - 1 was H.E Muhammad Faruk Khan, MP, and Honorable Minister, Ministry of Commerce and the chief guest of the closing ceremony of the seminar at day-2 was H.E. Mr. Md. Abdul Latif Biswas, MP, and Minister, Ministry of Livestock and Fisheries.

    All the activities of the two - day’s seminar offered the audience valuable comments and suggestions for the development of the sector. The seminar will be helping for more than 350,000 farmers and small enterprises currently in the production and trade, enhance their competitiveness and increase their income, helping in the overall development in Bangladesh.

    Bangladesh Shrimp and Fish Foundation and Katalyst, in collaboration with the Department of Fisheries and Bangladesh Frozen Food Exporters Association organize a Seminar titled 'Government water body: Potential source of poverty reduction, nutritional food supply and increase rural employment' ” on 1 August, 2009 at CIRDAP auditorium in , Dhaka.

Abdul Latif Biswas, Honorable Minister, Ministry of Fisheries and Livestock, Government of Bangladesh attends the function as Special Guests and Mr. Shah Alom , Secretary, Ministry of Fisheries and Livestock, Government of Bangladesh presides over the seminar. Land Minister Rejaul Karim said the government has adopted a fresh fish policy to increase the production so that the country could export fish meeting the local demand. Fisheries and Livestock Minister Fisheries and Livestock Minister Abdul Latif said if the country's 28000 water bodies could be properly used through fish farming, those would be the most effective sources to cut rural poverty. Speakers at a seminar here yesterday emphasised a common system for leasing out government water bodies among poor fishermen to create employment opportunities in rural areas. They said it is necessary to adopt a poverty focused and environment-friendly policy on government water body management system through inter-ministerial coordination.

    Bangladesh Shrimp and Fish Foundation and Katalyst, in collaboration with the Department of Fisheries and Bangladesh Frozen Food Exporters Association organize a launching ceremony of the “National Action Plan (NAP)to Combat Nitrofuran Hazards, Develop a Traceability System and Establish a Code of Conduct for the Shrimp Industry” at 10:00 AM on July 15, 2009 at Media Bazar, Bangladesh-China Friendship Conference Centre, Sher-e-Banglanagar, Dhaka.

    Bangladesh Shrimp and Fish Foundation and Katalyst, in collaboration with the Department of Fisheries and Bangladesh Frozen Food Exporters Association organized a presentation meeting at the “ Madhabi” meeting room, Radisson Water Garden Hotel, Airport Road, Dhaka, on 28 May 2009 at 19.00 hour. There was presented a presentation made by Dr. Glenn Kennedy, Nitrofuran Expert on his preliminary findings and recommendations in respect of his mission from 23 - 28 May 2009 under the project, Developing a Traceable and Contamination Free Fresh water Shrimp Market supported by Katalyst and implemented by Bangladesh Shrimp and Fish Foundation in collaboration with DoF and BFFEA. . Mr. Md. Shah Alam , Secretary, MoFL attended the presentation meeting as Chief Guest.

    Exports of fresh water shrimp, second biggest foreign currency earner, to the European Union face a suspension for the next six months in the wake of cancellation of more than 50 consignments to the region due to the detection of health hazardous antibiotic-nitrofuran since January this year. To solve this problem Bangladesh Shrimp & Fish Foundation(BSFF) assigned a foreign consultant Glenn Kennedy. His orientation program was held on 24 May at DoF. He will visit some specified districts led by Dr. Mahmudul Karim, Executive Director, BSFF.

    Objective of the visit:
    : To review and identify any laps and gaps in the bangladesh DoF-FIQC laboratory testing of the shrimp for nitrofurans and their metabolites and identify the possible reasons why the shrimp tested and certified to be nitrofurans free in Bangladesh, is often found to contain nitrofurans when the same shrimp is tested by FVO at the EU port of entry and recommend practical measures to effectively remedy the problem.

    Training Programme to PSF Beneficiaries on Natural Feed Based Fish and Vegetable Farming into PSF ponds.
     



    In many areas of Satkhira district, people use surface water (mainly pond water) for drinking due to presence of excessive salinity and arsenic in groundwater. Shushilan constructed a number of Pond Sand Filter (PSF) through Water Aid Bangladesh (WAB) in several ponds to ensure safe water and these ponds are using solely for drinking purposes. But pond owners are unwilling to spare ponds only for drinking water. They want some economic return from the ponds. Bangladesh shrimp and fish foundation (BSFF) was hired by WAB to address and mitigate the situation. This is an innovative initiative of BSFF to assist PSF pond owners for getting safe drinking water as well as generating income by fish, fruits and vegetable farming. Consequently, BSFF were conducted two training to (80participants) PSF beneficiaries at Patrakhola Primary School & Chowkiderpara,Hindu Bari, Ramjannagar, Shyamnagar,Satkhira from 19 to 22 November, 2008. The training programme was inaugurated by Kazi Abul Kalam Deputy Director (DD), Department of Fisheries (DoF), Khulna Division. The major objectives of training were to develop the capacity of PSF beneficiaries on natural feed based fish and vegetable farming technique and practicing.

    Bangladesh Shrimp and Fish Foundation (BSFF) in association with Department of Fisheries (DoF) and District Fisheries Association (DFA) of Faridpur organized a Fish Farmer’s Congress on “Working Together for Profitability, Sustainability and Development” at Shova Rampur Mahim Institute, Faridpur on 29 August 2008 at 4.00 p.m. Mr. Md. Kazi Aminul Islam, Honorable Secretary, Chief Adviser’s Office inaugurated the Farmers’ Congress as Chief Guest.

    Purpose of the Exposure visit::

    The exposure visit to China for the Members of MoFL , DoF,BSFF & Katalyst is focusing upon the process of implemention policy on transferring the public water bodies into the hands of the fishermen association. The main focusing issue of the team is given bellow:

    • Inter ministerial coordination of China for preparation of water body leasing related policy & its implementation mechanism.
    • The private public partnership pattern of the government for better empowerment of the fishermen.
    • To gather practical experience on the leasing system (bidding) of China to handover the public water bodies to the poor fishermen.
    • Business incentives information towards the whole value-chain.
    • Leasing policies towards the management of public water bodies.

    Deliverable: The Chief adviser Fakruddin Ahmed expected following two reports from the visited team:

    • A report on the gained experience & knowledge by the delegation team from the visited country& its fruitful utilization technique to our country .
    • An explanation report on why the leasing system of Daudkandi or Faridpur fisheries market development model can't replicate in other suitable water bodies of Bangladesh.
